Based on the notification, it seems that the change is not permanent and will unblock all numbers for a 2-hour period to ensure that you are reachable by emergency services. Community raised it many times with Jazz, to always receive a reply to adjust network settings to no avail. Please talk with Singtel/Optus to restore Jazz IR in Australia.
