Some recognition of the issue from Vodafone would be nice but they don’t seem to want to hear a bar of it (no pun intended).

He dismissed my observations, didn't really listen to what I had told him I had done, and 8n trying to understand the issue, changed some of my phone's settings.

As I was stuck there and needed to use roaming. When I spoke to one the customer care and she confirmed that it would be one time waive off but now it’s not the case
