There are definitely areas they can influence (better regulation around data retention and identify verification in the @Optus case), but it doesn’t “fix” the problem.

We will keep the ADSL as long as we can and try to find a better solution. Australian’s have been ripped off!

Instead manual payments can cut the bill into smaller chunks, so when the automatic payment does arrive, its doesn't break the bank
