I have a sub rate FTTN @NBN_Australia service and I don't get a discount for having 480 vids instead of 4K. To ensure the application is from a real resident at the property, NBN sometimes needs proof, like a lease contract or water bills that match the applicant's name and address. However, this process can really delay provisioning. ISPs can check if the LOC ID is empty and see that no service is connected; they could just sign the customer up. If there is an existing service and the name on file doesn’t match, send a message to the new customer that provisioning is stuck for xxx reason. If the name on file matches, they can just hook them up. The process could be so much easier!

Idk about peak speed being any different as I've never not gotten max speed out of my fiber nbn connections (minus overheads) so about 950mbps+ at all hours of the day or night.
