I think the approach required if to rewind the history of decision making re. "why wasn't that NPT server upgraded" (or all of them) and that ecosystem of humans get fired.

My olds were hooked up 10yrs ago and while they used the existing Telstra conduit to the house, the inside install was terrible - left a big hole in the wall behind the NTU, which let spiders into the house until I found it years later and patched it up.
