It has been bad for ages like dial up speeds but is getting worse to the point of unusable. How do you let the network engineers know that they need to review and do something

Turns out it was a near neighbour who had a terrible traffic accident! Luckily they got hold of wifey who is the ambulance officer. We need better!!!!
