It appears that the screenshot shown captures a partially completed Speed Test for your connection to the Optus Mobile Network, as opposed to the same Wi-Fi connection as your TV. We would recommend connecting your phone to the same Wi-Fi connection and completing this again. Powers above would want northern Perth side to get the extra $$ from more matches at Optus. I am bias but South West Sharks is the way to go!
